Col. Ross Poppenberger

Colonel Ross Poppenberger is an Army Acquisition Corps Officer and a basic branch Engineer. COL Poppenberger serves as the Commanding Officer of U.S. Army Yuma Proving Ground. COL Poppenberger leads the Army’s busiest test center responsible for developmental testing of nearly all Army equipment modernization priorities.

Prior to being assigned as YPG Commander, COL Poppenberger was the Deputy Program Director for the Ground-based Midcourse Defense program (DPD GMD). PD GMD is responsible for developing, integrating, testing, fielding and sustaining missile defense capability to protect the homeland against current and future ballistic missile threats or attacks. COL Poppenberger served as a board selected Product Manager for Force Sustainment Systems (PdM FSS) at the Natick Soldier Systems Center in Natick, MA. As PdM FSS he was responsible for managing cost, schedule and performance of a portfolio consisting of 45 Acquisition Category II and III products, delivering needed capability to soldiers with a special focus on energy efficient systems in the energy security space as well as the Army’s logistics portfolio products including Cargo Aerial Delivery systems. COL Poppenberger served as Deputy Chief of Contracting for DISA’s Defense Information Technology Contracting Office in the National Capital Region (DITCO-NCR) with responsibility for over $2 Billion in annual contracting actions. COL Poppenberger was assigned to the U.S. Army Special Programs Office (ASPO) at Ft. Belvoir, VA, where he served as Assistant Product Manager for several U.S. Army Deputy Chief of Staff for Intelligence (G-2) Quick Reaction Capability initiatives under the Field Support Division. COL Poppenberger deployed to Iraq and Afghanistan in support of these initiatives and finished his ASPO tour as Field Support Division Chief. COL Poppenberger has served as a Contracting Officer at the Ft. Carson, Colorado Directorate of Contracting; during his tour, he deployed to Iraq with 3rd Brigade, 4th Infantry Division as their Contingency Contracting Support. COL Poppenberger’s operational assignments include Company Commander, C Company 1/361st EN BN (TS), Ft. Carson; Construction Management Officer, 36th Engineer Group; Company Commander, D Company 1/38th Infantry (BCTB), Ft. Benning, GA; Executive Officer, A Company 299th EN BN; Heavy Equipment Platoon Leader, B Company, 299th EN BN; Platoon Leader, B Company, 17th EN BN, Ft. Hood, TX.

COL Poppenberger’s awards and decorations include the Defense Meritorious Service Medal (2OLC), Meritorious Service Medal (3OLC), Army Commendation Medal (2 OLC), Army Achievement Medal (2 OLC), Iraq and Afghanistan Campaign Metals and the Airborne badge. COL Poppenberger has served two combat tours in Iraq and one combat tour in Afghanistan.

COL Poppenberger holds a Master of Arts in National Security and Strategic Studies from the Naval War College. COL Poppenberger holds a Masters of Business Administration degree with emphasis in Acquisition and Procurement from Webster University and a Bachelor of Science degree in Business from Arizona State University. He is a graduate of the DAU Program Managers Course (PMT 401), The Joint Professional Military Education-II course, Command and General Staff College; He is a certified Acquisition Professional and is Level III certified in the Contracting and Program Management career fields. COL Poppenberger is a Senior Fellow with the Partnership for Public Service’s Excellence in Government Fellows Program.
