Mr. Ryan W. Harris

Ryan Harris is currently serving as the Director for West Desert Test Center, Dugway Proving Ground. In this capacity Mr. Harris is responsible for the overall planning, directing, and evaluating all aspects of work for the chemical, biological, and other acquisition test and training programs executed by the Test Center.

Mr. Harris received a B.S. in Chemical Engineering from University of Utah in 1998. After graduating he received a commission in the United States Army as a Chemical Officer, and was stationed at Ft. Riley, KS. While on active duty Mr. Harris was assigned as the Battalion Chemical Officer for the 1-5 Field Artillery Battalion. In 2000 he accepted a project manager position with Battelle at Dugway Proving Ground. While working for Battelle he worked several testing and training programs to include program manager for the Department of Homeland Security Training Program, and project engineer for the DTRA sponsored ACTD Boundary Step.

Mr. Harris continued his military career with the Utah National Guard until 2005. Assignments included survey team lead, operations officer, and deputy commander for the 85th Weapons of Mass Destruction Civil Support team. Mr. Harris also served as commander of the Chemical Stockpile Emergency Preparedness Team for the Utah National Guard.

In 2004 Mr. Harris accepted a program management position with the US Army, Dugway Proving Ground. While serving in this capacity Mr. Harris was assigned as the test officer for the Tactical Defense Advanced Technology Demonstration, program manager for the Advanced Chemical and Biological Integrated Response course for DHS, and provided chemical engineering support for other training and testing programs.

Mr. Harris was promoted to the Training and Operations Branch chief for Special Programs Division in 2006 where he served as the Subject Matter Expert for the divisions training program administration, technical oversight and business development.

In 2008 Mr. Harris accepted the position of Chief for the Special Programs Division. In this capacity Mr. Harris was responsible for the division’s chemical, biological, and energetic, test and training program administration, technical oversight, personnel management, and business development.

In 2012 after serving as the acting Director and Deputy Director, Mr. Harris became the Director for West Desert Test Center responsible for planning, directing, and evaluating all aspects of work for the chemical, biological, and other acquisition test and training programs executed by the Test Center.

Mr. Harris enjoys hunting, fishing, camping, and ATV’s.
