Mr. Vincent M. Liddiard

Mr. Vincent M. Liddiard assumed duties as the Chief of Staff at Dugway Proving Ground Nov. 28, 2016.

Mr. Liddiard is a Utah native. He graduated with a Bachelor of Science Degree from Brigham Young University and holds a Master of Science Degree from Utah State University.

Mr. Liddiard began his career at Dugway directing field tests of biological detectors as a contractor in 1997. He was a founding member of the Special Programs Division where his work included Chemical/Biological testing and training and technical support for operations and exercises. He was responsible for the overall direction of testing for Special Programs from 2008 to 2016.

Mr. Liddiard’s efforts at Dugway have focused on technical expertise with tactical application, including pre-program of record developmental testing, programs of record and operational testing. His developmental testing projects include work with the Defense Threat Reduction Agency (Distinct Series), homemade explosives characterization tests, and intelligence threat evaluation efforts. Other critical work he has managed includes the first chlorine cloud evaluation efforts at Dugway, Chemical and Biological detectors, threats and decontamination studies.

Mr. Liddiard worked on chemical and biological defense testing projects for the Special Operations community from 2001 to 2016. In 2003, Mr. Liddiard served as the Dugway deputy director for the NATO Final Response effort conducted with 19 partner nations. His distinguished work led to chemical, biological, radiological and nuclear (CBRN) projects with the United Kingdom Defence Science Technology Laboratory (DSTL) and the UK Royal Airforce Regiment that continue to this day. As the Program Manager for Department of Homeland Security efforts at DPG, he directed the Advanced Chemical and Biological Integrated Response Course (ACBIRC).

Mr. Liddiard completed a course of study through the Naval Post Graduate School gaining level three acquisition certification in test and evaluation in 2008.

He is a recipient of the prestigious Honorable Order of the Dragon.

Mr. Liddiard is active in his community as a volunteer with the Utah County Sheriff’s Office and he is a professional voice talent for live and recorded voice work. He is married to the love of his life, and they have five sons.
