Mr. Robert Duffy

Mr. Duffy assumed responsibilities as the Acting Executive Director, U.S. Army Operational Test Command (OTC) under the U.S. Army Test and Evaluation Command (ATEC) in January 2025. As Executive Director, he directs the Command's OT mission for Army materiel development programs including key Modernization and Transformation efforts. He directs development of all Test and Evaluation (T&E) capabilities, range investments and modeling and simulation (M&S) usage in both Army-wide and Joint OT, including Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE). He serves as the Army's Accreditation Authority for OT M&S and instrumentation.

Prior assignments include: Chief, Capabilities Division, Headquarters, ATEC where he supervised a staff of civilian engineers and Operations Research Analysts responsible for the Command's test technology investment program and associated strategic planning, research and development, Program Objective Memorandum (POM) build, and implementation of all technology development initiatives across the command; Chief Developmental Tester for Project Manager Intelligence Systems & Analytics (PM IS&A) under the Program Executive Office Intelligence, Electronic Warfare and Sensors (PEO IEW&S), responsible for overseeing the ACAT I Major Automated Information System (MAIS) program and all developmental T&E activities, ensuring system performance, cybersecurity, interoperability, and compliance with DoD and Army acquisition policies. Supervised a staff of civilians, contractors, and military personnel; Senior Operations Research Analyst, Headquarters, ATEC where he was responsible for oversight of threat and major instrumentation programs; Acting Division Chief, U.S. Army Evaluation Center, with supervisory responsibility across Close Combat systems; Test Manager and AST Chair, AEC, responsible for test management, safety and evaluation across small arms systems; Test Lead for PM DCGS-A; Test Manager, U.S. Army Developmental Test Command; and support contractor, supporting the U.S. Army Yuma Proving Ground in a variety of roles.

Mr. Duffy also served in the U.S. Army Reserves from 1995 through 2001.

Mr. Duffy’s civilian and military awards include multiple Meritorious Civilian Service Medals, the Federal Executive Board Silver Award for Excellence in Federal Career, multiple Civilian Service Commendation Medals, and two Army Reserve Components Achievement Medals.
