Deputy Commander/Chief of Staff

COL Kevin Scott Capra

Col. Kevin S. Capra, a native of Montclair, New Jersey, received his commission as a Field Artillery Officer after graduating from the United States Military Academy in 1995.

After completing Field Artillery Officer Basic Course, his initial assignments were to Fort Sill, Oklahoma and Fort Riley, Kansas where he served as a Platoon Leader, Battery Executive Officer, Company Fire Support Officer, and Battalion Fire Support Officer.

Upon completion of the Engineer Advanced Course in 2000, he was assigned to Fort Stewart, Georgia. During his tenure in the 3rd Infantry Division, he worked as Battalion Fire Direction Officer and Battalion Maintenance Officer prior to taking command of Bravo Battery, 1st Battalion, 9th Field Artillery Regiment. In March of 2003, Col. Capra participated in the initial invasion of Iraq in support of Operation Iraqi Freedom.

After graduating from the Army Command and General Staff College in 2008, Col. Capra moved to Fort Hood, Texas where he became the Blackjack Fire Support Officer for 2nd Brigade, 1st Cavalry Division. In 2009, Col. Capra served as the Battalion Executive Officer for the 3rd Battalion, 82nd Field Artillery Regiment, and he later served as the Blackjack Brigade Executive Officer. In May of 2013, he rejoined the 3rd Infantry Division where he commanded the 1st Battalion, 10th Field Artillery Regiment at Fort Benning, Georgia. Following his graduation from the U.S. Army War College, Col. Capra served on the Joint Staff where he worked in the National Command Center as a Presidential Strike Advisor and the Assistant Deputy Director for Operations. Following command of the GREYWOLF Brigade, Col. Capra served as the Chief of Staff for the First Cavalry Division at Fort Hood, before coming to the U.S. Army Operational Test Command as its Chief of Staff.

Col. Capra's awards and decorations include the Legion of Merit, the Bronze Star Medal (2 Oak Leaf Clusters), the Defense Meritorious Service Medal, the Meritorious Service Medal (4 OLC), the Army Commendation Medal (2 OLC), the Air Force Commendation Medal, Combat Action Badge, Parachutist Badge, and the Joint Staff Identification Badge.


Col. Kevin S. Capra assumed the responsibilities as Deputy Commander / Chief of Staff of the U.S. Army Operational Test Command in July 2022.
