Mr. Jeffrey M. Lipscomb, Sr.

Jeffrey M. Lipscomb, Sr., was born and raised in central West Virginia and earned an associate’s degree in Recreation Management from West Virginia Northern Community College in 1980. After 17 months as the City Recreation Director in St. Clairsville, Ohio, he decided to enlist in the U.S. Army and attended Basic Training at Fort Gordon, Ga., in April 1981.

Lipscomb’s first, and only, tour of enlisted duty was spent as a Circuit Technical Controller at Fort Detrick, Md., where he was the unit and installation Soldier of the Month and Soldier of the Quarter twice. Accepted into Officer Candidate School at Fort Benning, Ga., he earned his commission as a Second Lieutenant in the Signal Corps in April 1983. Assignments at Fort Gordon; Fort Sill, Okla.; Fort Hood, Texas; Wright-Patterson Air Force Base, Ohio; and Camp Casey, South Korea; led to a final Signal Corps job as the Company Commander of Alpha Company, 1110th Signal Battalion, back at Fort Detrick.

During that period, Lipscomb earned his bachelor’s degree in computer science, and, following Company Command, became a member of the Army Acquisition Corps and attended The University of Colorado at Boulder where a master’s degree in computer Science was awarded him in December 1992.

His Acquisition assignments include time as an Assignments Officer at Human Resources Command in Washington, D.C.; Operations Officer at U.S. Army Cold Regions Test Center, Fort Greely, Alaska; and Assistant Project Manager for Test, Project Manager Army Tactical Command & Control Systems, Fort Monmouth, N.J.

Lipscomb retired as a lieutenant colonel in 2001 and spent two years working at the University of Alaska-Fairbanks, in the NASA-sponsored Alaska Synthetic Aperture Radar Facility. At ASF, he held positions as the Data Quality Lead and then as the Science Division Chief.

In February 2003, he accepted the position of Chief, Test Operations Division, CRTC, and moved into his current position as Technical Director in August 2005. He is a graduate of the U.S. Army Command and General Staff College and a Level-3 Certified member of the Army Acquisition Corps.
