William “Bill” Adams spoke at a Kiwanis Club meeting in Lampasas last week.

The U.S. Army Operational Test Command Director of Methodology and Analysis at Fort Hood, Adams is a graduate of West Point, and he served in the Army for 30 years. He became a Department of Army civilian in 2009.

The USAOTC tests various military equipment and determines if it is suitable for combat situations.

Adams said the USAOTC has not seen a major cut in federal funding so far, and the department remains busy.

He also said the USAOTC is considering how well equipment adapts to different environments, such as that of the Far East, indicating that future conflicts with nations or groups in Eastern Asia could arise.

Brig. Gen. Scott A. Spellmon, commander of the USAOTC, was scheduled to address the Kiwanis Club meeting, but he was unable to attend because of duties at the Pentagon, according to a member of the local group.
