Mr. Ralph Hughart

Ralph Hughart, test education director, U.S. Army Operational Test Command, received the Richard G. Cross Award for Excellence from the International Test and Evaluation Association at its annual symposium in Phoenix, Ariz.

Having served as both a military test officer and civilian Operational Research Systems Analyst, Hughart works in USAOTC’s Methodology and Analysis Directorate. He oversees the Test Officers’ Orientation Course and the Test and Evaluation Basic Course, which are designed to develop, document and train junior personnel in test procedures.

The award, named in honor of the late Air Force Maj. Gen. Richard G. Cross, former ITEA director and commander of the U.S. Air Force Operational Test and Evaluation Center, is presented annually after a competitive process. Hughart was recognized for 23 years of distinguished achievement in education and training of Army test and evaluation personnel.

The citation reads, in part, that Hughart “significantly advanced the quality of Army test and evaluation education from 1986 to the present” and that his accomplishments included “developing curriculum for seminars and associated computer-based training, directing courses, providing oversight of instructors and personally teaching.”

According to Paul Zimmer, MAD deputy director, Hughart’s colleagues and coworkers are very proud of him.

“Ralph has been a leader in the training of operational test personnel for many years,” Zimmer said, “so this award is well-deserved.”

In accepting the award, Hughart was modest about his accomplishments.

“One way or another, we all have to be trained to do our jobs properly,” Hughart said. “Sometimes that is by on-the-job training, sometimes that is in a classroom and sometimes it is out of a book, but one way or another, we all have to be trained.


“If my efforts have in any way contributed to the successful accomplishment of this command’s mission, then I am a happy man,” he said.
