A
$240 million contract that will employ 400 to 700
personnel at West Fort Hood has been announced by
the United States Army Operational Test Command (USAOTC).
It selected a team led by an El Paso-based
information systems and technical support company to
provide test support and evaluation services to its
nine test directorates.
The contract, valued by USAOTC at nearly $240
million over five years, was awarded to Research
Analysis and Maintenance, Inc. (RAM), according to
Connie Carey, director, ATEC Mission Support
Contracting Activity. Founded in 1982, RAM has more
than 6,000 employees and manages 11 government-wide
agency contracts.
The contract goes into effect in September 2007 and
will employ approximately 400 to 700 personnel at
USAOTC’s West Fort Hood and forward locations
including Fort Bragg, N.C.; Fort Huachuca, Ari z;
Fort Sill, Okla.; and Fort Bliss, according to
Carey.
USAOTC is a subordinate command of the Army Test and
Evaluation Command (ATEC), headquartered in
Alexandria, Va. ATEC’s other two subordinate
commands are U.S. Army Developmental Test Command,
located at Aberdeen Proving Ground, Md, and U.S.
Army Evaluation Test Center, with offices at
Aberdeen and Alexandria.
Other contract team members include CACI
International, Inc; Westech International; Alion
Science and Technology; and Digital Fusion, Inc. RAM
will lead the team as prime contractor, according to
David Titus, program manager.
“RAM has strong credentials in developmental and
operational testing,” Titus said. “Our workforce is
largely comprised of retired and former active-duty
and reservist personnel who know how to tailor our
services to what is needed in the test and
evaluation arena.” RAM has other offices located in
Alabama and Virginia.
CACI International, Inc., a Fortune 1,000 Largest
Companies of 2007, was founded in 1962. With its
corporate headquarters located in Washington, D.C.,
and additional offices in Europe, CACI employees
more than 10,200 employees. The company specializes
in information technology and network solutions.
Westech International, a woman-owned Historically
Underutilized Business (HUB), is headquartered out
of Albuquerque, N.M., employs 250 in New Mexico and
has 26 additional offices in 15 states. Westech
provides test support to USAOTC’s Intelligence and
Electronic Warfare Test Directorate in Fort
Huachuca, Az.
An employee-owned technology solutions company,
Alion Science and Technology will provide primary
support in the areas of modeling and simulation.
Alion, originally founded in 1936 as the Illinois
Institute of Technology Research Institute (IITRI),
was formed in 2002 when 1,600 IITRI employees
purchased all company assets. With corporate
headquarters in McLean, Va, Alion has offices
located worldwide.
The fifth team member, Digital Fusion, Inc.,
provides engineering, research, information
technology, and acquisition and business services.
The company was founded in 1995 in Delaware as
Internet Broadcasting Systems Inc., and had its name
changed by its shareholders in 2001. Headquartered
in Huntsville, Ala., the company also has offices in
El Paso, Philadelphia, Pa.; and Washington, D.C.
