Mr. Robert Carter

In March 2013, Robert S. Carter became the ATEC Executive Technical Director/Deputy to the Commander (Tier 2). In this capacity, he oversees the technical execution of all ATEC test plans and reports, as well as the command’s evaluation strategy and analyses, ensuring that Army and OSD senior leaders have the essential information required before weapons and equipment are placed into the hands of Soldiers. He is also responsible for integrating the command’s instrumentation, policy, modeling and simulation, and continuous business improvement projects. He directs the test and evaluation for more than 400 weapons programs through a 9,000 person workforce and a $2 billion budget.

Carter joined the Army’s Senior Executive Service in 2009 as the Executive Director of White Sands Missile Range, the largest over-land missile test range within the Department of Defense and host for the Army’s Network Integration Evaluation events.
