The Counter-Improvised Explosive Device (CIED) Evaluation Directorate provides, consistent with the intent of Title 10, requirements for independent operational test and evaluation, independently developed information concerning characterization of materiel and procedures for the risk reduction to rapid fielding initiatives and acquisition decisions for counter-improvised explosive device defeat materiel and systems to the Army, multi-service, Joint Service, Department of Defense and inter-agency decision makers.  This includes, but is not limited to, information on the characteristic, use, and fielding of detection, directed energy, and electronic warfare systems.
